Telefónica Argentina Upgrades Its Location Platforms - With Zero Downtime

About the Customer

A leading operator upgrades its location infrastructure

Telefónica Móviles Argentina (TMA) is one of Argentina’s leading mobile operators. It provides mobile, fixed and digital services to consumers and businesses across the country. Its LBS and LIS platforms locate subscribers on the network. They support operator and third-party location services, and court-ordered location requests from judicial authorities.

The project ran from July 2025 to July 2026 and went live on the committed date.

Note: Telefónica Móviles Argentina was acquired by Telecom Argentina in February 2025.

The Challenge

Upgrading a regulatory-critical platform without interrupting it

TMA’s location platforms were technologically obsolete. Their software components were reaching the end of support, which increased operational risk. They also needed to work with newer network technologies, including 4G, 5G and virtualised infrastructure.

These are high-availability platforms. They process location requests in real time, including requests TMA is legally required to answer. The upgrade had to replace every software component while both platforms stayed live, with no impact on subscribers or regulatory obligations.

Why Hacom

Three reasons TMA chose Hacom

A partner already running critical services.

Hacom already operated TMA’s SMS and USSD platforms. That gave the project a proven working relationship and a team that knew TMA’s network and operating procedures.

A migration designed for continuity.

Hacom planned the migration in stages to keep operations running at each step. Existing integrations and the networking scheme stayed in place, so nothing outside the location platforms had to change.

A modern, open architecture.

Hacom moved the virtualisation layer from VMware vSphere to Proxmox and rebuilt the platforms on RHEL, Docker and Nomad. The result is containerised and orchestrated, and easier to maintain and scale.

The Solution

Full redeployment across two sites, with services live throughout

Hacom redeployed the LBS and LIS platforms and updated every software component and application to its latest stable version. The platforms stayed geographically distributed across two data centres, which kept the high-availability design in place.

The work followed strict mitigation protocols at every stage to protect real-time services and end users. The cutover to the new platform was completed with zero downtime.

The Results

Zero downtime, on schedule, and ready for 5G

  • 0 minutes of downtime during the migration
  • 12 months, delivered on the committed date
  • 40 VMs across 2 geo-redundant sites
  • 2G to 5G network technologies supported

TMA now runs a modernised, supported location platform that handles 2G through 5G. Subscribers and judicial requests saw no disruption during the migration. The upgrade removed the risk of running unsupported software on a regulatory-critical service, and gives TMA a containerised base that is simpler to maintain and expand.

“TMA’s location platforms answer requests the operator is legally required to meet, so downtime was never an option. We had already earned their trust running their SMS and USSD platforms, and we brought the same discipline here: constant communication and every step planned to protect live services. Twelve months later, TMA has a modern, secure platform ready for 5G, and not a single minute of service was lost along the way.”
